The closure of Scotland's only oil refinery removed several hundred skilled jobs from a community built around the site. Scotland 2050 welcomes the £200 million response through the National Wealth Fund, £25 million from the Scottish Government, and the nine options set out by Project Willow, including production of Sustainable Aviation Fuel.
We are calling for a cross-party summit on the future of Grangemouth to take place this side of Christmas, bringing together key stakeholders from both the UK and Scottish Governments to agree a plan that maximises the opportunities that exist for the site and the community.

We are not asking for new money.
National Wealth Fund investment depends on propositions meeting the Fund's commercial criteria, including delivering a positive financial return, supporting the transition to net zero and crowding in private finance. Those tests are hard to meet on a site where the Project Willow base case identifies around £3.5 billion of capital expenditure, and where the site's operator has said that if low-carbon manufacturing made commercial sense today, industry would already be doing it.
Scotland 2050 is not asking the Treasury to set aside the Fund's discipline. We are asking for transparency, accountability and a plan.

Publish what is currently in the Grangemouth pipeline and be transparent about the status of every potential project.

State what happens to the £200 million National Wealth Fund commitment, and to the site, if no proposition meets the criteria by a defined date.
Ask 3
Explore scope to flex the conditionality of the funding so that potential projects can be secured for investment and development, maximising the opportunities that exist.
Ask 4
Convene a cross-party summit on the future of Grangemouth before Christmas 2026, with key stakeholders from both the UK and Scottish Governments committed to delivery.

I support Scotland 2050's call for a cross-party summit on the future of Grangemouth. I believe that we need to see more cross-party engagement to tackle the structural issues affecting Scotland today for a better tomorrow. The reality is that if nothing is done about Grangemouth there is an increased chance that it will be forgotten about and left behind. It is vital that all politicians across the political divide come together to find a viable solution for the future of the Grangemouth refinery.
